I'd say Ranger due to the movement speed buffs they get.

Recon is also good, because the Dash is very good mobility at its base, and you can shoot the ♥♥♥♥ out of people and slash them to cause obscene amounts of damage then fly up to floating drone's faces to melee or unload bullets right in their faces.

Ranger also specifically has a class perk to enhance dual weapon damage.

Edit: in case it wasn't clear, my vote is for Ranger.

Recon has this perk as well. Both Ranger and Recon can put together very strong dual-wield builds. Focus on movespeed/firerate/crit damage grab the Dual Stingers + Viking Helmet and shred everything while moving at the speed of light.

I'm going to go against the grain and say you should try commando here. Commando's fury has a built in 16% attack speed and reload speed buff with Fury, this goes up to 26% with all the upgrades. The biggest weakness of dual wields is reloading.

Hot potato lets you give up your second weapon for a 25% damage boost and an instant reload every 4s.

If you take Repair O' Fury you get Full throttle later which is another 25% damage and 25% reload speed.

Self-Control also makes it easy to max out your fury as long as you aren't getting hit every other second. The end result is you can put a ridiculous amount of bullets into the enemy.

Finally the mini-missiles, the upgrades related to this are terrifying with high firerate weapons. You 1 mini-missile per fury, you can have it auto-gen 1 per second, and you can make them do element damage. You'll be killing so fast and regenerating so much fury from self control that you fire a mini-missile with each shot.

It works with any of the high ammo, high fire rate guns. Windmill rifles, miniguns, rhino LMGs, the dual LMGs, ect.

You may have also notice I mentioned a lot of skills, that a big strength. Everything except the shotty/rocket skills feeds into this. You can find a good upgrade pretty much every level. Then it just snowballs.
