Saw it spawn once in the ruins for purchase, didn't have enough cells at the time, and now, fifty resets later I cannot get it to spawn again, is this ♥♥♥♥ bugged or just exceedingly poor luck?

That seems like very bad luck, unfortunately. RNG can be a blessing and also a curse.
