If it doesn't start in full screen you may have accidentally changed the settings. When you get to the title screen click on "Settings." There should be an option that says "Resolution and Window Size." Click on that until it reads "Ask At Startup." Once you restart you should be able to change it from the small window that pops up.

the resolution isnt the problem the problem is it isnt starting in full screen, and there is no full screen option on that box

In the little window that pops up before you hit "OK," what do you have selected for your resolution? Try playing around with those numbers.

If that doesn't do it, go into the Settings option (from the main menu) and take a look at the "Game Area Size." Try clicking on that until you see "Whole Window."

And if that doesn't work, then you've got me stumped. I'm not sure what's going on at that point.

What is the resolution set at in the first menu that pops up?

Not from the title screen, but the little window that shows up before that?

Odd... I don't even have that as an option on my copy. The highest I can go is 1920x1080.

In any case, it sounds like you've covered everything I could. I noticed in your screenshot that you weren't playing fullscreen (the game is in a window, since you can still see your taskbar at the bottom). But I don't think unchecking the "Play Game In Window" box on the first menu would fix that black border you're getting.

The only thing I can recommend at this point is to try playing it actually in fullscreen and see if that fixes anything. Or verify the files in Steam. Other than that, I'm stumped.
The whole issue im having is that it isnt starting in full screen! i havent even started the game yet

When you first start the game, do you get the smaller, gray window that allows you to choose your resolution? There should be a checkbox that says "Play Game in Window." Make sure this is unchecked.

If this is the case then I can't think of anything else, other than telling Steam to check the files.

If you are not getting that small, gray window then we can see about having that pop up. I suspect that it is a setting there, but I can't say for certain.

Edit: I decided to see if anyone on the Spiderweb forums had similar issues. Maybe this will help. https://spiderwebforums.ipbhost.com/topic/17237-playing-at-high-resolutions/

Fullscreen. It's bad. Game area size can only be small/normal/large, not whole screen, so on my 1440p there's big black borders. Plus there's edge scrolling which cannot be turned off, which easily makes your view run away quickly. WTF game remastered version has not been released 1990.
