If that doesn't do it, go into the Settings option (from the main menu) and take a look at the "Game Area Size." Try clicking on that until you see "Whole Window."
And if that doesn't work, then you've got me stumped. I'm not sure what's going on at that point.
Not from the title screen, but the little window that shows up before that?
Odd... I don't even have that as an option on my copy. The highest I can go is 1920x1080.
In any case, it sounds like you've covered everything I could. I noticed in your screenshot that you weren't playing fullscreen (the game is in a window, since you can still see your taskbar at the bottom). But I don't think unchecking the "Play Game In Window" box on the first menu would fix that black border you're getting.
The only thing I can recommend at this point is to try playing it actually in fullscreen and see if that fixes anything. Or verify the files in Steam. Other than that, I'm stumped.
If this is the case then I can't think of anything else, other than telling Steam to check the files.
If you are not getting that small, gray window then we can see about having that pop up. I suspect that it is a setting there, but I can't say for certain.
