Launch Error -59 [Solved - Specific Case]
I write this on 2020.05.04 (May 4). Please notice that this worked fine for my specific case:
1.- I acquired this ("SOUND FORGE Audio Studio 12 Steam Edition") in last quarter of 2017.
2.- I acquired it as a combo with two products: "VEGAS Movie Studio 14 Platinum Steam Edition" and "SOUND FORGE Audio Studio 12 Steam Edition"
3.- I have used both programs in Windows 10 Pro 64 bit with no major issues. However, I do recall to have received a couple of error codes (probably one of them was the same "-59").

How this worked for me today:
ISSUE: After a clean Windows 10 install a couple of months back, I had "Steam" reinstalled again. After Steam client setup, all my purchased programs were working fine except for "SOUND FORGE Audio Studio 12 Steam Edition" (same machine in which both programs of the before mentioned "combo" were working on a daily basis).
SYMPTOM: After downloading the program "SOUND FORGE Audio Studio 12 Steam Edition", first launch gives an error in a small window (sorry, I don't recall the error code or message). After that first error code, every time I tried to execute "SOUND FORGE" I get a window with a consistent "error -59". Window has a message similar to:

"Sound Forge Audio Studio
Error -59
The program could not be started. It's possible that the installation folder is damaged"

Short solution (for my case):
1.- Start Steam normally
2,- Start "VEGAS Movie Studio 14 Platinum Steam Edition"
3;- Do NOT close "VEGAS Movie Studio 14 Platinum Steam Edition"
4.- Start "SOUND FORGE Audio Studio 12 Steam Edition"
5;- Installation starts with no problem, program starts with no problem.
6.' After this first "correct execution", the program "SOUND FORGE Audio Studio 12 Steam Edition" can be executed with no problem (no need to execute "VEGAS Movie Studio 14 Platinum Steam Edition")

NOTES:
- As mentioned before, I do remember had an error code the first time, sorry that I can't provide further details on any troubleshooting.
- As of "2020 May", I found references over the internet to this error for other versions of "SOUND FORGE" (Pro 12, Pro 13, Pro 14)
- For my case, It is not necessary to execute Steam or the program as "administrator"
- For my case, It is not necessary to disable any security feature for Windows or security software at all (not in first execution, not after successful installation)
- For my case, It was not necessary to add any .Net distribution or Windows patch/service pack, etc...
- For my case, I do have no need to entry any key/serial/code after download or at every time program is executed.
- For my case, It was not necessary to generate an account at MAGIX or generate any ticket/support request.
- I hit this solution as an idea after checking different log files related to the program in my computer. The error seems to be "activation" related, I think that is the reason for need to have "VEGAS..." in execution for the first time.
