Yes, the wheel should start turning once the water hits it. Sounds like something bugged out if it wasn't moving at all, but hard to say what could have caused it. Thanks for reporting the issue! I'm glad that you found a way to continue the game.

Sorry to hear you've been encountering this bug. We haven't found a 100% certain fix for it as it seems to occur randomly to some players, but there's a possibility that it's related to low FPS. There are two workarounds that you can try:
1) Return to map and continue the game from the current checkpoint. It'll reload the level and reset the puzzle, which usually helps.
2) Switch to singleplayer and solve the puzzle there (continue playing until you see the "Saving..." message in the top-right corner). Then return to Main Menu, re-host the game and continue in multiplayer as usual. I recommend trying this is the first workaround didn't help.
Let us know if these didn't help either or if anything strange happens.
Attach a rope to the wheel with a conjured box. Get the wizard to hold the box up for you to make sure the rope is short enough.
Then have a wizard move the box to the top of the room on the left, so that the wheel turns.
Freeze the wheel with Zoya.
Then attach a rope to a box to the wheel, and walk up the rope. Figure out the rest.
I'm never good at explaining how to do things. I might be willing to help people through ingame if I'm bothered.
We spent 30 minutes trying to solve this puzzle, I checked a few videos on the internet and noticed a wheel was missing.
This game has been released for ages and these bugs are still out there wasting our time, it's not like it's a brand new bug and it should be fixed by now.
I'm sorry but that's poor dedication from the team not solving this.
