May I "delete" an account so that the name of the account could be no more occupied?
When I first played BS on steam, I created a new account following the instruction (typed a new name). But then I found I can transfer my main account on Android to steam, so I don't need to have the second account.

And the problem is: I prefer the new name, and I want to use it on my main account. Is it necessary to pay for name changing twice? Or can I just "delete" the new created account and make the name occupied (and change name just once)?

I believe when you transfer an account from one to the other, the old account just gets deleted. So if you transfer your Android account to Steam, the Steam account won't exist any more. Therefore you only have to name change once after you transfer/sync your accounts.

To prove my point, some people have been making the mistake of transfering/syncing their new Steam accounts to their main Android/IOS accounts on accident. Upon contacting customer service they say they can't help them because the mobile accounts have already been erased.

So just go ahead and transfer/sync your account. You can name change just fine, and just once afterwards.
