What are your in-game driver settings, that is
DirectInput
XInput
Steam Input
?
Can you please try and use Steam Input instead? When Steam recognizes your PS4 controller (which I used during development as well, should work fine) it will hook DirectInput, thus showing it as not available.
So set Allow Steam Input to yes, then scroll down to Configure Device, go to Steam Input and check if it says
Controller type - PS4 Controller
It show show button glyphs already. If it doesn't please click
Button mapping - Open config panel
and check whatever Steam says (warning message or if it's showing your PS4 controller).

My Controller ID is set to 1 because 0 is my Xbox controller.
EDIT 2: I've published a PS4 controller specific official Steam Input configuration. Normally this should not be necessary but it helped someone else who had issues with an Xbox controller.
