You have to get bitten by another vampire, then wait 3 days until you've fully become a vampire (you can check the status in the misc menu). And then the cape will unlock if you have gotten the 3 minute bonus map speedrun achievement yet:

A player who has already turned vampire and wears the drakula cape outfit will automatically bite any paused player who is no vampire yet - unless that player wears the bone crown.

So you have to be paused to get bitten, and the other player needs to wear the cape.

Just checked the Discord, I see you have already joined it. I was about to suggest doing so to find someone to bite you.
