Report a translation problem
Can you copy paste the content of the acklog.txt from your Pogostuck installation folder (easily accessible from the Pogostuck Properties in your Steam Library)? The -diag should have generated that log file. If there is none you need to check "run as administrator" under the compatibility tab of Pogostuck.exe (so it gets the necessary rights to write new files in that folder).

On top of starting Pogostuck with -diag please try setting -full as well (so: -diag -full).
It seems like the game closes itself right after opening the DirectX device (which is something the engine does) but to be sure I've added some additional debug info to the game init function. I'll upload a new build soon (in a couple of days max).

You've started the fpstest correctly. Apparently the issue is unrelated to the game but to the engine itself.
I see you've played Pogostuck for 37h already. It seems like the game worked fine in July and up to August 3rd at least.
Did you do anything with your PC since, or have you been playing on a different computer previously? Have you possibly plugged in some other USB device (of whatever kind) since?
Btw. you already said that you tried installing DirectX (what did you do, the default DirectX web installer?) but I just remembered Valve told me before the game's original launch the game won't start without DirectX June 2010 runtime libraries. Doing the following installation takes 5 minutes or so but it would be my best bet:

After you extract the DirectX download you need to go to that folder where you extracted it to and start DXSETUP.exe manually: https://i.gyazo.com/e915b061d1477c63973da2f2ea996026.png
Have you done that as well?
I can't even imagine why it would stop working. There has not even been a new major Windows update or anything that could mess stuff up/ reset things.
You could try and uninstall the game (your progress is saved elsewhere), then go to
SteamLibrary\steamapps\common
and delete the Pogostuck folder (which should contain the acklog.txt still for example). In the topfolder
SteamLibrary\steamapps
you delete appmanifest_688130.acf as well, in case that's not removed by uninstalling the game.
Then reinstall the game as usual.
If that doesn't work either you could try and download "Patch 11" from the beta branches under Pogostuck Properties, it uses a different Steam SDK.
But as the FPSTest program doesn't work either I fear neither of those two options would help.
