Pop limit?

Is there a hard cap op population where it cannot go above 99? I reached 99 for the home allowance by setting a room for non-family and waiting. Once I hit 99 I split the population into two such rooms but they don't seem to make any more babies after hitting the 99 pop. Game is running just fine with 99 and kinda want to see how many I could get going on a tile.

99 is the hard cap but you could use the command line to spawn more.
