Pop Cap
is there a pop cap ? ive gotten to 28 people and then they stop having kids

They are less inclined to have children at around 50 settlers. Each couple also has a cap of three children, so, maybe there is a bug there. I'll take a look at this and see what's up. Thanks for letting me know.
