Trying to issue order to mine is thwarted by colonist occupying cell beneath. Instead of issuing order, the colonist is selected.

Hmmm, somehow you've disabled the settler select lock while placing jobs. It's a button on the bottom toolbar that looks like a lock. Turn it back on to keep that from happening.

Ahh, ok thank you. I was trying to click a barrel that a colonist was on and was only able to click the colonist.
