Just to make it even easier to follow:
Here is a copy of the line for Strength cap in the "script_dlc.rpy" file:
elif player_strength < 15 and player_roguelike_points >= 100:
Change the 15 part (default starting cap) to a number of your choice and you got the new Strength cap for your new character. I personally changed it to 35 this time since I have way too many points to spent at 750+ Profile Level.
Repeat and rinse for the other attributes in the sections immediately below and you got your new OP starting character with expanded attribute caps. Good luck and have fun!
