No they don't. After playing for 50 hours with over 10+ HWR runs, I can tell you that there is no significant stat scaling. Ruffin is a high level OP character and not designed to be killable on your first couple runs in HWR mode. He's still a challenge for me even now.
Overall, this game is great and designed for longer play with multiple runs. If you want instant gratification and be overpowered after your first few HWR runs, this won't be your cup of tea. However, after multiple runs to level up your profile, You'll be able to build OP starting characters once you know how the combat system works and have sufficient profile points to manually build a character with end-game weapons and decent stats.

They don't scale, the early game enemies are just decently strong. You'll go from struggling early game, barely passing, to breezing through 5 chapters with apparent ease. Just make sure you're using time effectively to train your stats (and focus on weapon skill training for maximum ease)
Got a hardcore account to around level 200 today and I definitely hit a point where I was creaming the early enemies in a very satisfying manner.
It just takes more of a headstart than you'd think
