How the heck do i get the pound of flesh achievement?

I have't been able to find any sort of guide about this achievement nor have i seen anything that could potentially lead to it even though I've played though the game about 20 times. I read something from the developer that said that during chapter 5 of the Nobility route the sergeant will tell you about an Italian merchant ship with supplies for the rebels and requests you intercept it. One person on that post said that talking to the sergeant will also trigger it but the sergeant does not come with you on the Nobility route and i never get any sort of message about an Italian ship. Is this a bug do i just need one of the DLCs or do i need to do something in earlier chapters to get him to show up?

Tl;dr - you have to talk to the sergeant in London chapter when there's less than 50% of time left. It will trigger the quest.

He does if you return to Dartford with the earl and the prince and then stay loyal to them and capture London.
