Marriage?

I've maxed out relationship with a few characters but not gotten the opportunity to get married.

Marriages are only available at certain points in the story (where it actually makes sense).

Sure.
You can marry Olivia straight up after the end of the second Rennes chapter (once the city had been defended and Ruffin has been killed or has escaped).
Alyssa - after the end of the English civil war arc (interlude before York; you need to leave the royal service and then you will have a chance to go marry her) or you can return to her after successfully finishing York campaign.
Lina - after successfully finishing York campaign.
Eva - you can return to her after successfully finding Renauld in the desert and then making your way back to Europe.
Emma - you can marry her either right away at the end of the Outremer chapter if you didn't find Renauld but have good relations with the governor or after completing alternative ending of Outremer - joining the crusaders and capturing Damanhur.
Anna - you can return to her after successfully finding Renauld in the desert and then making your way back to Europe. You are also required to take her side in the argument with Cecilia during the French interlude.
Cecilia - you can return to her after successfully finding Renauld in the desert and then making your way back to Europe. You are also required to take her side in the argument with Anna during the French interlude and then successfully complete her quest in Avignon.

Obviously it is implied that you need to have 100 relationship with the girl that you want to marry.

About that... is it possible to do so and finish the game there, without ever getting thrown in jail for knowing too much, and then having to fight your way out? I'm assuming this would require not searching her room and finding out about the unsavory things she's been up to?

I ask because I've done all that, but couldn't help noticing there was an achievement for marrying her, that I was not awarded.

yup, just don't search around and you will get the option to marry her after fighting the Ruffin.

I assume I'd also need a fairly low virtue as well? Mine was at full, so I'm guessing that also kept me from winning the game and getting that achievement.
