The question here is: "What means finished?"
If an unfinished game get's released with 50% of the content not realized, is it finished?
I bet "Yandere Simulator" will have more content in an unfinished state than "Yandere School"... and it's still free.

If someone comes along and rips just half of the game out, polished it and released it, doesn't mean he made a better product.
