I tell ya what I think it is: Some new manager put in charge of the budget and eager to score points decided to buy up all the intellectual properties they could, with the expectation of being able to brag "Well, VALVE owns several dozen IPs in development, what have YOU got? </snotty voice>" I don't think there was ever any plan, let alone intention, to actually follow through on DOING that development, it was purely for the bragging. And, that manager having impressed the right people, has moved on, without a second thought to the people affected by this little chess move: Specifically the people *working* on the game (We, as fans-slash-paying customers, are valid too, but less so 'cause our jobs aren't at stake).
I got nothing to back that up with, but it fits the facts, and it's a pattern that's happened before. I'm inclined to keep hype up until someone else can take the ball and run with it, but I haven't got a lot of optimism that that will happen soonish.
