As far as I know, Devs require keys to Steam and then they can send them to other stores like Fanatical...
In fact, since yesterday, DKAS it's in a several game bundle on Fanatical and players can pick up what they prefer...
Only in third party stores. Steam has infinite copies. Like Microsoft Store or PlayStation Store or Gog.
It's not exactly that there are limited copies of a digital game, but that there are a limited number of active game-keys outside of their original store.
When you buy a key off any store that isn't the original digital store (like Steam), you buy a pre-made key from said original digital store. If there are no pre-made keys, there are no keys to purchase.
For obvious security reasons, there's no way to allow a 3rd party store to be able to generate unlimited amount of keys off another digital store. One of those reason is the cut each store takes out of the sales and the potential lack of control from Steam and, even worse, the publisher (a.k.a. devs in this case) to control the price of their game.

There can be limited number of keys in a deal, depending on the retailers. But in this case I think its just they didn't supply enough for a while, must be some of their internal workings.
