Why is the silenced SMG's alt fire called "Rapid fire"?
It makes you fire SLOWER, that's the opposite of what the name says

Its Rapid Aimed fire as opposed to Single Shot Aimed Fire or Automatic/Burst fire.

It stumped me too, I didn't understand the benefits of Rapid Fire until I looked at the actual weapon stats. It sounds like it was named after something technical, though a more semantic name might be "ranged shots", which better represents the benefit of using the alt.

I think I'll rename it in my REBALANCE mod. And maybe change the stat bars so that both DMG and ALT DMG are shown, to highlight the differences even more.

I always use th rapid fire. It’s straight and accurate especially on tough foes

If anyone's interested, I just updated my Recon guide with new charts that show the differences between standard-shots vs. Rapid Fire (in Weapon 2 - Gun Stats)

It's worth pointing out that while 'rapid fire' shoots slower, it also boosts per-shot damage by about 15% for the MP7 and MP9, 25% for the Uzi, and about 20% for the CBJ. So it is more ammo/clip-efficient to use 'rapid fire', but slower to deal lethal damage(although the reduced recoil can make it faster to kill at longer ranges).

The accuracy skill tree has a skill called Disoriented. It slows enemies and pushes them back, making it almost impossible for psychos to reach you. Not entirely sure what the 'disorient' does since I never play recon, but I think it reduces how much enemies can shoot back.
