You need to lock FPS to 60, problem solved.
Thanks. I noticed that on Linux (wine) the game works OK, and that there's a port of wine's D3D-to-OpenGL stack for windows. And it worked just fine.

Second Step : download https://github.com/crosire/d3d8to9 and extract it in Game folders
Last step : fix 60FPS in Nvidia Control Panel and it's work ,( i didnt fixed FPS at beggin and it not worked after follow all step and fix FPS to 60 fps its Working perfectly !)

This is just another, easier, and apparently more stable way of fixing Hitman *without* editting .ini files, *without* d3d8to9
Edit: Editting the post tiltle as to explicitly say I am not asking for a way to fix hitman[/b] instead I am providing a new fix. D3d8to9 is broken on some systems, has never worked on mine, and I found out this other way around works fine.
