Orc and Elf delivery bots

So I got quests from orcs and elves to send them some items. I am told that the bots should be somewhere around the management house. However, I cannot find them anywhere around. Am I doing something wrong? Or do they appear at a certain town level?

Yes they appear at town level 3

You'd think either the quest would not appear until town level three, or the orc/elf bot would appear whenever you unlock them but apparently this is actually a finished game. ??

I'm having this problem too. I am town level 3, and even have my own bots unlocked, but still can't find the orc and elf bots.

Have you talked to the elves or the orcs? So far I have the delivery bots. It is hard on some of the items, since they have to be made which can take a while.
Also the delivery bots rest at a newly created billboard next to the billboard containing the daily reports.

well once you fill the bot up how do you send it to the elf/orc town
