As far as i can tell it's just the speed at which they conduct research scavanging on the world map. So for instance sending a scientist with a 350% research level will not only be much faster than someone with 100 etc but it really helps if the research spot to be scavenged has three lots of radioactivity, as the scientist will spend less time scavanging and losing health. By contrast, one of the fighters for instance with a research skill percentage of 75 or 50 may well die trying to extract all research at a spot with high radioactivity.
Dallas hit the nail right on the head. A scientist will 'scavenge' science points faster from locations. A scavenger will 'scavenge' materials from locations faster & etc.
