Water tower not filling?
I added a new water tower and I have a positive water resource number, is anything more needed to get the water tower to fill with water?

No you don't need more. But water towers fill one after the other. That may be it. You may have other towers not full.

Water Towers - for Buildings, right? They are designated lower priority than the Water Tanks (for Colonists).

The Water Tanks would always be filled first. After those are full, then any surplus water would be stored in Water Towers.
If you have urgent need for the Towers, demolish the Tanks that are not at 100% and you'll get the water into your Towers immediately.
