Observatory?
found an "Observatory on the overworld map. Says it needs a research post in the sector for 10 research a day. Can't find how I actually build that and no mention of it anywhere online (though I'm probably missing something something incredibly easy).

You need to build an outpost in your colony. Then click on it and assign a specialist as a settler, then move him on the map and move near one of the research points. Click build.
