So about the car situation
First I used the cars without knowing that I need to repair them. They were still usable for transport but when I entered my settlement they disappeared. Also the resources in the cars were gone.
Finally I built the garage + energy and the cars reappeared, but not the resources?
And after repairing them, how do they go back outside? What am I missing?

Every time you bring a vehicle back to base, it goes into "storage" and the loot is dropped off at the gate, just like if it was carried in, by hand, which means, it wont show up in your colony inventory, until a carrier takes it from the gate and puts it into storage.

The vehicle will not be usable again, until you "repair" it in the garage, which has to be done to every car, every time they return.

You do this by selecting a vehicle and one or more specialist in the garage and the car will get fueled and ready for use in the garage.

Once a car is ready, you can select specialists to go in it and "create a team" to put the vehicle along with the team onto the world map.

Okay, I guess I figured it out. I thought the specialists are for repair only ...didn´t see the create a team button. xd
Now I only have to find out how to build ICBMs again, and everything is ok!

Do you have Warehouses or researched General Storage and have build it yet?
Some items are fine in Stockpiles or the campsite. The items (like tools and clothing) need to be stored in a Warehouse.
Some items from Trading or Ranching can only be stored in General Storage.

And if not enough carriers in colony, the resources on the ground would "decay" and disappear.

I have warehouses, but I had a massive metal shortage and I believe a lot of it was in the unrepeared cars and vanished. Maybe I am wrong, will test it further. It´s my first playtrough, and so far everything else works fine and intuitive.
The outside world management still has some complications for a newbie, like car management.

So my problem was the stuff was laying at the entrance, when my carriers picked it up the resources finally showed up.

I periodically fire a bunch of workers and block the work slots in the buildings, in order to let them be carriers for a while and catch-up on any backlog.

Then after a bit or when I see some idling, I will start to put them back to work in my buildings.

Guys.. my garages have stopped working?? I had one and it was running fine with 8 vehicles. Kept the specialists going in and out. Suddenly it just stopped repairing. I have over 150 fuel and plenty of carriers. Waited days and days but nothing.. no fuel was taken to garage. Built a new one, same thing. Built a refinery next to garage, and a general storage next to that allowing only oil and fuel to be stored. Fuel is going in there but still nothing getting taken to the garages. By now I have most of the map opened and need to travel long distances so this is a real pain! Any ideas????

Unless you are doing something wrong (no vehicle activated, no specialist assigned to the vehicle for repair, no energy ), this has to be a bug. Never had any problem, no need to shorten the transport distance whatsoever.

I am confused on cars, can you use a team to ATTACK an outpost that can normally beat you 1v1? I tried and it won't do anything

Getting a team on a car only means that they start on the world map in the same car and you have to move them separately out of the vehicle anyway. If you want to attack a strong enemy with more specialists, you have to move them one by one (they can join ongoing fights on the map). Also, more specialists fighting the same enemy shorten the fight.
