Going the dedicated server route also opens up possibilities for multiplatform play futher out, if (/when) the game gets ported to consoles.
They'd rather work on actually putting servers up in EU/AUS/etc than devote resources to releasing online-less builds in specific territories. All the progression systems are currently designed around interaction with the servers. Local modes don't give you credits, because of how they could be cheated.
We also know they want the game online in territories outside of NA this year. If there was a temp fix, it wouldn't be out for long. Best just to get those servers up ASAP, I think.

Character lock: The game has to earn money to stay alive. No fighting game gives you all characters from the start and the game for free. You typically buy the base game, then the season passes for whatever roster addition they layer on top. Or, if they're nice about it, they'll give you the option to grind after the initial admission fee. (SFV)
With Icons, you wouldn't need to grind for characters after buying the game, should you chose to pay for it. Everyone gets to pick if they want to buy outright or take a F2P route. And unlocking characters is pretty reasonable after the most recent monetization changes.

Sure. Fan projects like that are an exception. No one worked on it to make a living. But above that, they'd be in legal hot water if they ever did try to sell it.
Strip the IP out and they'd probably charge.
(I feel like if the game succeeds, Wavedash Games will have similar problems that Riot and Bluehole have, not the same problems but ones that have akward decisions that alienate the playerbase, I could be wrong about it but it does feel like it could end up that way).

Seriously though, they've been pretty receptive to feedback. With the monetization changes especially, it's been shown they will act quickly when the playerbase at large doesn't agree.
I also think the patch notes have been great in that regard. Player complaints are often brought up as part of the reasoning for changes.
Since I'm an A&G main, I also have to give them props for reversing some pretty big changes to them in an older patch. The devs said they were seeking feedback on it, the community spoke decisively against the changes, so Wavedash reverted them back without any residual nerfs.
... They're going to make some mistakes. That's inevitable. It's the manner which they follow up which is more significant.
Icons no longer has a region lock as of the Legacy Edition release.
