Tenho o mesmo problema.
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Pyro\Comm3\3.0 - this registry key had values DirCd and DirIns of an old game installation, on another drive. Changing them to the current game location allowed the game to run at last. And they can be completely removed, game will also work.
TLDR: open regedit and remove the whole subtree
I have no idea is ALL videos in the game also make it crash. Won't know that unless i actually start playing the campaign but for now i at least managed to get to the start menu, heh.
2- Right click steam icon on desktop and click properties.
3- Click the compatibility tab
4- Check run this program in compatibility mode for and then select windows vista service pack 2.
5- Check run this program as an administrator
6- Click apply and then launch steam and play the game
This worked for me. Thank you
Edit: that solved that, but I didn't thought that this game would have many other bugs. Now I'm facing one in Get to the engine mission where there is no scenario outside the train carts, you see only the soldiers.
Edit2: it's failing again, seems to be totally random, sometimes after trying to open it several times it works, but not always.
