My GOG version runs.
My Steam version does not.
The ONLY DIFFERENCE between these two versions, seems to be that the GOG version has a cmd snipplet, silently installing/enabling DirectPlay. This also works on 'locked down' Win8.1 installations, which have no longer access to the "Install Windows App features" updates.
You can copy-paste this code into a text file and rename it into something.cmd or .bat and run it as admin.
The GOG Commandos3.exe is NOT using ANY "Compatibility Mode" adjustments.
The current/latest patch version is 1.42 hotfix2
I tested this on Win8.1 and my Win10. Both 64-bit editions.
If enabling DirectPlay for the Steam version does not do the trick, there is always the possibility to link your Steam account with GOG Galaxy (you get the GOG version for free), or buy it OR run it on Linux via WINE/Proton. The devs recommended even installing a Virtual Machine with Win7 or older.

DISABLE FULL SCREEN OPTIMIZATION
Please go to the game installation folder:
- If the game was installed via GOG GALAXY, please select the game in GOG GALAXY, click on More -> Manage Installation -> Show Folder
- If the game was installed via offline installer, then you will have to manually navigate to the game installation folder, by default it's: C:\GOG Games\game-title\
Once in there find game's executable, right-click on it, and select Properties. In Properties window switch to Compatibility tab, and here enable "Disable full screen optimization". Press Ok to apply settings, and try to run the game again.
Go to your "Library" tab on Steam client program
Right-click on the game name, click on "properties"
On the new window, open the "Local Files" tab
Then click on "Browse Local File"
Done, now you can see your game files.
