Uuh no I meant in the game, does it only happen at the beginning of the year?

Part of it has to do with your members. I haven't looked at it in-depth, so I'm not sure if it's based purely on a number of members who serve in the Congress/Parliament or if certain specific members (say, with higher experience or loyalty) cost and some don't.
