How do you Make Money AND best way to keep your popularity up?

Seriously plus 1 income just ISNT enough to do much of anything beside pass laws. And every game iv done so far their is always ONE majority party and my popularity just TANKS!

So first and for most, HOW DO I GET PEOPLE TO VOTE FOR MY PARTY?! Keeping Promises helps im sure but also seems like Talking crap about the MAJORITY party seems to give a big boost.
