Keep building rides. Even cheap flat rides like the Merry-Go-Round or Twist will attract more guests to your park, even if you have one or more in the park already. The more rides you have, the better.
Use marketing campaigns. These will boost your guest count quite a lot if you have the money to spare, especially the advertising campaigns as they attract much more guests and are very useful for scenarios where you charge for the park entrance. Although do note that the scenarios Fiasco Forest, Pickle Park and Rainbow Summit prohibit marketing campaigns.
For scenarios where you charge for the ride tickets, if you're charging too much for rides, guests will leave the park much faster, especially if you're playing a scenario which does not have access to the Cash Machine available which is most of them. One useful trick to avoid this is to reduce the price of your ride tickets when the deadline is coming up, allowing your guests to stay in your park for longer.
Your park rating also influences your guest generation. You'll want to keep this as high as possible at all times, not just at the end as lower park ratings will reduce the number of guests that come into your park. Make sure you hire enough staff to keep your paths clean and your rides in good condition.
If you're two weeks away from the deadline and you're still short on guests despite trying everything else, a last resort is to place a No Entry sign right in front of the park exit. Guests won't be able to go home and they will complain about getting lost which will kill your park rating, but in most cases it should only drop below 600 after about 14 in game days.
