Report a translation problem
To use the feature enable
Then you have to literally click the tile that you want raised or lowered. Once you've clicked that tile your Terrain options will allow you to select the Hill option. If it doesn't, go 1 tile size up, and then 2 tile sizes down and it should work. (You can also click the tile to select it, then once the Hill option is selected, drag your specifically clicked tile up or down to create larger hills)
It feels a little clunky when you do it, but I've never known or used the option until today and I made a very smooth moutain very quickly to test if it worked.
