According to informations out of the internet it seems that the game should run at least at 35 FPS on a 4K resolution, and way above 60+ FPS in 1K (FHD).
The game is not using 3D elements, so I guess it will run fluently in all scenes.
I just agree to a certain degree, but problem is you'll still see a low fps while scrolling the screen if you have a sensitive eye. I got used a lot to high FPS and refresh rate, so everything below 50 FPS is looking somehow 'stiff' to me in every movement the game offers (inot only the handdrawn animations). It can disturb me playing even narrative driven games. The same goes for 16bit shaders with which you will see color steppings, even if 65k of colors seem to be enough, it just isn't.
But yes, for the most of the time for this kind of game 35 FPS should be still ok, unless you are senstive to small stutters.
