My understanding is that if you press and hold the jump key while already in the air AND while in the middle of the flock of birds, THAT will cause you to soar. Is my understanding correct?

So, this is what you need to know about the "fly up from birds" function:
It doesn't matter how many jumps you needed to GET to the birds, what matters is that once you are "on" the birds, you need to press-and-hold the jump button AGAIN. So it's not "Jump, then Jump-and-hold to fly", but rather "Do whatever you need to get to them, then Jump-and-hold".
So in this case, you will probably need a double jump to reach the birds (my position was at around 5 o'clock from the center of the big green floating ground square), wait for the birds to approach from the left (below the ground), then double jump to get to them, THEN release SPACE and press-and-hold to fly.
