I also always set "Machine Performance" to low to get rid of horrible 3d portraits. The 2D portraits are realistic and very cool, making the game more beautiful and more serious.
The only difference between setting it to low is that in the mission "White Death" there will be no snowflakes falling and in "Saving Private Smith" there will be no rain. However, I give up these resources, I prefer 2D portraits. The 3D is too horrible.
Memory usage I don't think it makes any difference on modern computers.
