Twitch Announce live + Delete Offline

Want to have a channel where it announces in this channel live twit h stream when members go live. Then when they go offline it removes that announcement in that channel....

I know streamcord can do this but I don't want to pay monthly for it... It currently only support announcing my stream and deleting the announcement when I go offline.
