Basic Spam Prevention Bot?

Is there any way I could make the bot do the following things:
- Allow a user to only send messages every 3 seconds
- Ban URLs beginning with certain phrases - Eg. www.youtube.com/...
- Stop huge emoji spam or something similar.

noone is going to spoonfeed yu. Im the only person right now that has the best antispam with anti emoji spam custom link blocking and message duplication checker also it checks every 5 min how many users joined and makes a calculation with the past results if there is a raid
