it's extremely difficult to fix issues like this, as we don't have access to these controllers -- to be honest I've never even heard of Nacon! Could you try playing the game through Steam Big Picture mode and see if that helps? Big Picture mode has a bunch of controller options that could possibly fix this issue :)

THIS FINALLY FIXED IT FOR ME:
Go into Windows Device Manager -> Human Interface Devices -> Disable the "HID-compliant game controller"
You may need to restart your PC after this.
If that didn't help, also go into Steam settings (top left) -> settings -> controller -> turn on "Enable Steam Input for Xbox controllers" and "Enable [...] generic controllers"
After that, Descenders finally received every input and not just every other button-press which made it impossible to play the game. All the other games also still work. I had the problem only in Descenders
