I want to share this solution with you. You can play Commandos: BEL and this commandos on windows 7, there is a fix for it.

Just install the files you want, commandos.exe is commandos: bel and coman.mp is commandos: beyond the call of duty
Follow the instructions there. If steam decides to remove the link, then I'll make a guide if I can.
