Found it as you described and got the same error message.
When launching the game from Steam there is an option to start the Legacy version but unfortunately it doesn't contain the tutorial missions. :/
(So it's not clear for me why this legacy version exists at all.)
Copy the "Steam.dll" file from C:\Program Files (x86)\Steam into the Legacy folder here
C:\Program Files (x86)\Steam\steamapps\common\Commandos Beyond the Call of Duty\Legacy
Now you can start the legacy tutorials with tutorial.exe :)

Although considering how difficult the first mission is if you haven't played the original you'll probably need them!
