ui/menus problem

so for some reason the ui and menus are slow like, really slow, kinda looks its on 1fps, i posted a vide on youtube so people can see the problem, i tried putting on a ssd, validating the files, changing resolution/graphics, different fps caps, nothing worked
my pc can run the game on ultra settings with no fps drops, idk why this is happening
