Switch to Apocalypse tier not working

I am trying to switch to apocalypse tier but it does not working, the button is disabled,

I managed to make it to become enable once after I unlocked world tier 9, and once I entered apocalypse tiers all tiers was locked and I could not choose any.
After wards I switched back to world tier and onced i clicked the claim all tier rewards button, the button for switch to apocalypse tier was disabled again.
