Numbers were off though... 6% Legendary, 85% Epic and 9% rare... I mean, who even wants rares? Loot rates are alot sadder than say Diablo 3.
the game doesnt actually require you to gett legendarys unless your going for "speedruns" where u definitely need the tier3 mods for damage.
but for clearing to 15 the t1-2 should be enough. and depending on your class "build" there are ways to gett epic weapons that will carry you "like the dlc assault rifle"
you will soon understand that rare items are more valuable than epic at end game.
The blues you see thoug are not from the loot pool that you mention, is from the enemies you kill during the mission
blues are not "worth" more than epics in any way. they are worth the same. it all depends on stat rolls and mods.
As I said, they become more valuable since you can upgrade them and roll them with 3 perks to choose from.
Most of my end game gear are upgraded blues
Im now looking at a tier 12 run. The gold chest rewards are the following:
10% legendary
89% Epic
1% rare
To the left of these percentages is a 4x mark. Basically this means that there are only 4 items rolling the percentages when you get loot.
The rest of the loot that comes out of the drop pod is the loot you would otherwise get from slaying the mobs like in a campaign map. Thats why you see so many blues drop.
Same reason you get a partial reward when you fail a map. Theres always a chest holding the drops you would otherwise have gotten if the mobs dropped them directly.
As for legendaries functionality I agree. Them having fixed substats makes a huge amount of them rather useless apart from the possibility of having 2 tier 3 mods in an item. Would love for them having randomized substats on drop.
Everyone is always trying to farm for their maximum potential in their class so it sucks being prevented the perfect stats on legendaries due to fixed stats.
As for blues being more valuable than epics and greens being even more valuable. It has to do with the upgrading proces. When you upgrade one from green to blue or blue to epic, you get a choice between 3 stats meaning a greater chance you might get what you want. Sure enough they have to roll the 3 substats you want too for them to be worth upgrading. And also they are a hell lot cheaper to upgrade in comparison to epics.
Granted people also currently ALT + F4 if they dont get the right choice in the 3 possibilities hoping they will get to roll again when they log in as it wouldnt have saved. Keep in mind this might bug out and you loose the mod and afterwards have a blank item. :-)

CT14 Archways drop a legendary item on every "gold" run (on average) despite 20% "legendary" displayed.
