Do NOT stay at tier 1. You will NEVER get great loot or weapons staying on that tier and you'll spend a TON of money or material upgrading your weapons and gear to stay relevant.
Tier 5 is the sweet spot. Anything above is just pain (if you like pain then awesome)
If a boss kills you and you call bs, don't be shy, drop the world tier and move on.
When you get a good build you will be able to keep cranking the AT up as much as you want bop all the story bosses with one skill press.
Just enjoy the story and don't worry too much about gear. Early on, just equip/apply mods you think are fun or can help.
Kicked the final boss at tier 14, wooo.
Shamans were the only thing I tiered down for. They are not scaled well.
Thinking back I would do as the guy above me and others have said. Blast the game on the lowest tier get to Expeditions and Grind it out there. (Although I did have a ton of fun staying at the highest tier)
Tbh a challenge and pushing your build/yourself is always good for you but ultimately the choice is yours alone.
and i have to say it was really very easy despite staying at auto world tier. i killed bailey for example around wt 12, that would have been impossible back in the days. i dont know what they changed excactly bekause my break was too long but the game got a looooooooot easier.
