I think the issue is that mobs have much higher armor compared to their resistance to anomaly. I've heard ppl say that mobs have 80-85% armor and like 20% resistance to anomaly power so the Deva needs really high FP along with almost all the FP boosting mods to clear expos at the efficiency that an AP Deva clears them. I was able to get my FP to 550k through using tremor and gravity leap on a weapon w/ a base FP value of 70K but even with that it's useless w/o all the FP boost mods. Other classes don't seem to have to worry about making their FP that high because the bullet skills ignore alot of mob armor.
I'm not sure this is a problem with armor as only certain enemies are armored as per game description. Other should not have any significant amount of physical mitigation.
I think the culprit is in how scaling and conversion works in this game. It is something we do not understand but the difference between normal shots and bullet skills is just too much to be explained by just conversion to anomaly damage.
The minimum amount of armor any enemy has is 25% damage reduction to physical attacks (aka bullets). Some enemies go up to 85% physical damage reduction. I'm unsure if stacking above 100% armor piercing leads to a damage multiplier above 100% of the weapon damage or not though, as I've not used a firepower build myself as of yet.
