Legendary items have fixed stats so they either fit your build or they dont, however, legendary items are the only items that can have two tier 3 mods on them so if there is a particularly strong combination of mods available for your class and build, you can go for it.
I have cleared everything, except Eye of the Storm, on my Technomancer as solo without any legendary item equipped. I also did it with Inferno Seed AR. My Blighted Rounds build does not need nor have any solid legendary set but I might try to build Cold Snap build so I would be using Borealis legendary set.
Could legendary items be stronger? Sure.
Would I be glad they would become best-in-slot? Nope because it would just force you to do more grind.
I'm happy with the way legendary items are implemented--alternative option but not mandatory.
The whole system looks incomplete.
I am sure there are exotic items coming or whatever they will call them to compliment the legendary items right now.
Look at all looter shooters. At first there is the normal loot, then epic, then legendary, then exotic, then 3 piece bonuses then 4 and 5 piece bonuses ...
It's hard for me to believe PCF have not planned it for the long run. Those things are planned years before even the first video about this game have come out. Look at the game interface - truck cosmetics and emoticons, flag cosmetics and whatnot ...

The game barely came out not even a month ago... give it time to grow and blossom.
Outriders approach seem to be more relaxed compared to Division but those legendary items also do not provide such a huge power boost. Legendary items still have downsides, which in my opinion is good because it forces players to make an evaluation rather than making legendary items no-brain decision.
I also believe that Outriders gear progression is currently imbalanced and will need several adjustment passes before it is in a good spot. Certain items are clearly underpowered while few are overpowered or mandatory for certain builds, eg. Acari set for anomaly skill Pyromancers.
Again, I'm glad legendary items are not mandatory but I acknowledge that these items could use power boost due to how rare they are.
If you would play any anomaly power builds you would know that 3 piece set bonuses are amazing.
Wearing chest, head and legs is generaly not even a compromise because the stats are good.
+50% AP for every enemy hit with Heat Wave is an absolute must for overheat pyromancer.
Same goes for Tricksters playing Cyclone Slice/Temporal Blade.
100% Damage to both abilities.
Just because you decided to activate your bullet skill and play a pure third person shooter does not mean everyone does.
So like i said all they need to do is allow us to swap stats like you can with traits and with the ability to upgrade stats already there litterly there no point not to allow swaping cause there current gear system a mess i found its better to get green gear upgrade it max then switch it cause then u can choose the traits for both slots then its alot easyer to get the perfect set sense the major issue is finding gear pieces with stats u want and green gear so common and sense there no transmog for gear apperances i went with green pieces upgrade to purple and then pour points into upgrading there stats with both traits on it being what i want while also having the look i want.
Just alot of work but pays off better then farming for gear hoping for RNG to roll every thing right.
I read somewhere that this set bonus is some kind of broken because "the caster" dont get the 90% crit bonus only teammates
