Different tiers have different ranges, and higher tier guns have a higher maximum.
Legendary guns can reach 99.4k FP at level 50, while epics can only get up to around 95k.
Despite this there is some overlap in the tiers; a low-rolled Legendary will have less FP than a high-rolled epic.
Also make sure you're comparing similar types of shotgun.
A pump action shotgun deals different damage from an automatic shotgun since they have different fire rates and ranges.
A Lv 50 Rifle in One Shot mode deals about 35,000 damage per shot.
A Lv 50 SMG in Tactical mode can deal around 3,000 damage per shot.
Both guns can have the same exact FP and that's entirely normal.
The Rifle might drop with lower FP than the SMG. That is also entirely normal.
Because Firepower is not a figure calculated from the gun's actual damage. It's an entirely separate stat that the gun drops with, which has its own range based on the gun's rarity and level.
They range from 72k to 99,4k
But i have the feeling, that the firepower actually doesn mean anyhting because you get a damage bonus based on your gear. if your gear bonus is at or below your gun firepower you get 0=>100% damage bonus. If its higher you get the difference as percentage bonus.
Weapon has ~100k and your equip with mods gives you ~130k you get ~130% damage bonus.
These buffs where the reason it was better to equip a low level weapon and rely on the damage buff to get insanely high bonus damage on the weapon. (now they fixed it so you get either the same or less bonus damage compared to actually having a weapon with higher firepower)
