Try launching from the Library first to ensure its working as intended.
Basically exclude the Outriders game folder in Windows Defender.
This fixed the stuttering for me. Runs way smoother now.
Go to Start > Settings > Update & Security > Windows Security > Virus & threat protection. Under Virus & threat protection settings, select Manage settings, and then under Exclusions, select Add or remove exclusions. Select Add an exclusion, and then select folders and add the Outriders game folder in steamapps/common.
DX11 may be a better match for you until we've rectified the solution with DX12. Please give it a try.
DX11 is intended to be the workaround for DX12 stutters.
Yup, stuttering aside - dx12 runs smoother than dx11.
instead of reading random reddit posts maybe check 1st before saying this is a workaround. :)

DX12 runs a way way way better than DX11.
DX11 has low GPU Usage.
The only thing thats better is the HDR.
In DX12 HDR is broken as hell.
Pls fix that HDR Saturation Curve in DX12.
