In the final release, i can't switch to DX11 for some reason. Game stays in DX12 all the time. It's unplayable for me atm with DX12, which is pretty sad imo.
Direct x12 will take less cpu than direct x11, so that mean the game run better on hight setting, but as always, it s depend what specs is your pc.
Note direct x12 is windows 10 only, i know their is pepoele still on older windows version, then, these pepoele have to choose direct x11 cause 12 can't work
again: how do i get that window back to decide which dx i want?
Go to Steam, right click Outriders, go to Properties, General tab and Set Launch Options then add "-dx11".
Not sure it'll work but.. that's what i would try.

I don't think DX11 is in the game right now, despite all the DX11 options.
If you run tools like MSI afterburner you can see the info that the game is always in DX12 mode, no matter the option you clicked.
NVIDIA = DX11
Just the way it is.
